Title I Part D of the federal Elementary and Secondary Education Act provides financial assistance to educational programs serving youth in state-operated institutions (Subpart 1) and supports school district collaborations with locally operated community day programs (Subpart 2). The federal government allocates funds to Massachusetts based on an annual survey. The state then redistributes these funds to districts by way of their Title I grants, awards funds directly to state-operated institutions.
