Description of Report

Data presented in this report are for MTEL tests administered during the program year indicated in the header of the following pages of the report.

This report presents the percent of candidates (i.e., test takers) who passed the Massachusetts Tests for Educator Licensure on their initial or subsequent attempt(s). The percent passing is based on each candidate's best attempt during the program year.

This report includes, for the state and by gender, ethnicity, and primary language:

  1. the total number of candidates who by the end date of this report have taken both subtests of the Communication and Literacy Skills Test (Reading and Writing), with at least one of the subtests taken during the program year — and the percent of candidates with passing status on both the Reading and Writing subtests;
  2. the total number of candidates who took the Communication and Literacy Skills Test — Reading subtest and the percent passing the Reading subtest;
  3. the total number of candidates who took the Communication and Literacy Skills Test — Writing subtest and the percent passing the Writing subtest;
  4. the total number of candidates who took a subject test and the percent passing the subject test.
  5. the total number of candidates who by the end date of this report have taken both subtests of the Vocational Technical Literacy Skills Test (Reading and Writing), with at least one of the subtests taken during the program year — and the percent of candidates with passing status on both the Reading and Writing subtests;
  6. the total number of candidates who took the Vocational Technical Literacy Skills Test — Reading subtest and the percent passing the Reading subtest; and
  7. the total number of candidates who took the Vocational Technical Literacy Skills Test — Writing subtest and the percent passing the Writing subtest;
  8. the total number of candidates who by the end date of this report have taken both subtests of the General Curriculum Test (Multi-subject and Mathematics), with at least one of the subtests taken during the program year — and the percent of candidates with passing status on both subtests;
  9. the total number of candidates who took the General Curriculum — Multi-subject subtest and the percent passing the Multi-subject subtest; and
  10. the total number of candidates who took the General Curriculum — Mathematics subtest and the percent passing the Mathematics subtest;

Candidate passing status on an individual test or subtest is based on a compensatory scoring model in which higher scores on one section of the test may compensate for lower scores on another section of the test.

Data are supplied for all test fields for all test takers. Candidates are reported only once for each field in which they have tested.

Within reporting category, data are provided for each response option (e.g., male, female) for which ten or more candidates have tested in the field in the program year. Results based on fewer than ten candidates are not included in this report to protect confidentiality of scores of individual candidates; in this case the percent passing (% Pass) is designated as "- -".

Interpretive Cautions and Notes

  1. Reporting group designations for gender, ethnicity, and primary language are based on self-reported information provided by candidates during the registration process. The questions about gender and ethnicity are labeled "optional" for registration purposes and some candidates did not respond to these questions.
  2. Extreme caution should be used in interpreting data for small numbers of candidates.
  3. The candidates for whom results are presented in this document may not reflect the same proportion of all the types and capabilities of candidates in the population who will take the tests in the future.
  4. Regular test updating activities, resulting in variations in test form design, may lead to changes in passing scores that result in variations in the percent passing for a test. Therefore extreme caution should be used in making comparisons between data contained in this document and "Annual Summary of Candidate Passing Rates by Test" reports representing other test administration periods.

This document includes some materials that are test secure and/or confidential for other reasons. As such, it should not be circulated to unauthorized persons. Neither the Evaluation Systems group of Pearson nor the Massachusetts Department of Elementary and Secondary Education are committed to any of the statements or positions set forth herein. Content in the final version of the document will fully supersede any inconsistent statements or positions contained in this draft.
