This page provides data and reporting resources concerning student enrollment and performance in Massachusetts public high schools and colleges with a specific focus on career technical education (CTE) and recipients of federal funding under the Strengthening Career and Technical Education for the 21st Century Act (Perkins V). Federal and state laws and regulations require districts, public two-year colleges, and the state to assess the effectiveness of career technical education (CTE) programs through the collection and disaggregation of student-level performance data for populations of students and by program.

Career, technical, and agricultural school leaders and admission teams and other stakeholders may use these reports to engage in a process of data inquiry focused on improving, equitable access to CTE, to establish a common understanding of trends, inform collaboration with regional partners, and enhance recruitment and admission strategies to better serve students across the Commonwealth.
CTE Population Trends of Eligible and Attending Students as of SY 2024 . This report examines trends in CTE access for certain student groups over time. This comparative enrollment tool provides trend data for each CTE school, gateway cities in aggregate, and statewide, over the last several years. The interactive reports include graphs comparing incoming and attending students with incoming and attending students in a school's catchment area or region.
CTE Admissions and Waitlist Analysis as of SY 2024 . This tool provides support when considering CTE enrollment trends captured in the CTE Populations Trends of Eligible and Attending Students report. DESE continues to support CTE schools and programs to enhance methods and practices to attract, admit and retain students from their communities. This report establishes a common understanding of admissions trends.
Pathways/Programs Enrollment
CTE Perkins V Core Indicator Visuals (Secondary) . Perkins Core Indicators are outcomes from the accountability system for federally funded Perkins programs. There are seven core indicators in Perkins V. Perkins Core Indicators are used to improve programs and outcomes for students. Further information is available at Perkins Funding page.
The CCTE Data and Reporting calendar provides tentative timelines for general and pathway and/or program-specific reporting.
CTE Admissions and Waitlist Collection Procedures. Career technical secondary schools that have more applicants than available seats shall maintain a waitlist for the current school year for eligible students who do not gain admission to the school, and report such data to the Department. Districts submit this report through the ESE Security Portal. Select 'Application List', then select the CTE Admissions and Waitlist Application. If the person completing this report does not have access to the Security Portal, consult the district Directory Administrator.
Graduate Follow Up Collection Procedures. This collection is used to calculate and report on a Perkins V Core Indicator: Postsecondary Placement (3S1) as part of the accountability system for federally funded Perkins programs. Refer to the CTE Data Instructions for more. To submit graduate follow-up results, districts use the CTE Grad Follow-up Results application in the Security Portal. Access is managed locally: the district's Directory Administrator may assign to a district staff person the security role "CTE Grad Follow-up Results". This district staff person can then enter and submit (or 'certify') the data. For more about grad follow-up, see Instructions or contact your liaison.
Perkins V Postsecondary Career and Technical Education Data Collection. 'The Strengthening Career and Technical Education for the 21st Century Act Perkins V requires that information be reported on students in career and technical education programs for accountability and funding purposes. The report is collected with a Security Portal application called Postsecondary CTE Reporting in June of each year. Further information is available on the Postsecondary CTE page.
Pell Report. This report must be submitted by institutions to be eligible for postsecondary Perkins allocation grants. It may be submitted on or after October 15 and must be submitted by the last Friday of December. The report is collected with a Security Portal application called Postsecondary CTE Reporting. For districts, access to this application is managed locally using the Postsecondary CTE Reporting User role. Contacts at colleges needing access may contact PSPerkins@mass.gov .
Chapter 74 Career Technical Education Postsecondary and Postgraduate Report. Districts with students enrolled in Chapter 74-approved postsecondary programs, or with high school graduates enrolled in Chapter 74-approved secondary programs, report on enrollment with the Chapter 74 Postsecondary and Postgraduate Report.
