Revised Northeast Food for School Reallocation Awards SY24-25

The Massachusetts Department of Elementary and Secondary Education's Office for Food and Nutrition Programs (DESE FNP) in partnership with contracted partner, Massachusetts Farm to School, has reallocated remaining Northeast Food for School (NFS) funding to eligible School Food Authorities (SFAs).

Reallocation awards for eligible SFAs are outlined in the table below. To access reallocated NFS funding for the 2024-2025 school year, SFAs must attend a one-hour virtual procurement training (dates and registration details below). All NFS funds must be expended no later than December 31, 2024.

NFS seeks to increase the capacity for SFAs to procure local unprocessed or minimally processed foods for service in the National School Lunch Program and School Breakfast Program, thus strengthening local food systems and ensuring children across the Commonwealth have access to high quality local foods in school meals.

Reallocation has been awarded to SFAs that demonstrated consistent spend down throughout the 2023-2024 school year.

Reallocation Eligibility:

The following SFAs in good standing that were awarded NFS funds during the 2023-2024 school year have been awarded reallocated NFS funds:

  • SFAs that expended at least 40% of their award as of February 29, 2024

And

  • SFAs that expended 100% of their award as of June 30, 2024

In either case, SFAs that spent 80% or more of awarded NFS funds during the 2023-2024 school year on fluid milk purchases were not eligible for reallocation.

Reallocation Awards:

  • SFAs have been awarded 50% of their total, original NFS allocation, with an award minimum of $1,000.00 and an award maximum of $25,000.00 (please reference award table below for individual SFA awards).

Reallocation Spending Requirements:
To access reallocated NFS funds for the 2024-2025 school year, SFAs must:

  • Attend one one-hour virtual procurement training. Failure to attend one of the two training options may result in the forfeit of awarded funds.
  • Spend all NFS funds no later than December 31, 2024.

No fluid milk purchases will not be eligible for reimbursement with reallocated NFS funds without prior approval from Local Food System Specialist Maggie Nowak .

Additionally, SFAs are strongly encouraged to spend a minimum of 25% of their reallocated NFS award with a socially disadvantaged farmer/producer in alignment with the Agricultural Marketing Service's Local Food for Schools Cooperative Agreement Program goals. SFAs will be provided technical assistance and further guidance to meet this goal.
