FY2024: 21st CCLC Summer Enhancement Grant

Purpose:

The purpose of this federally funded targeted 21st Century Community Learning Centers (CCLC) Summer Enhancement Grant is to:

  1. Increase access to high quality academically enriching summer programming that expands access to innovative programs that serve both the academic and social emotional learning needs of students.
  2. Embed principals of playful learning into 21st CCLC summer programming that will help to inform the Fiscal Year (FY) 2024 school year program.
Priorities:

The overall priority for this grant is to support comprehensive summer programming that:

  • Provides systems of support that are culturally relevant, and leverage the knowledge, strengths, and assets of students, families, educators, and the community.
  • Provides a blended approach to deepening learning that will engage and increase student motivation to learn.
  • Supports the successful transition of students into elementary (including kindergarten), middle school, high school, and/or post-secondary options.
  • Supports strong collaboration and partnerships for planning and implementation to align and leverage resources, improve program quality, and develop shared outcomes for success.
  • Supports the well-being of students, staff, and families.

Priority will be given to districts and schools in chronically underperforming status.

Increased Access

  • Offer a minimum of 120 total hours of programming for at least 4 days/week during the summer.

Play Pilot (Pre-K–3)

  • Pilot the Exploring Bicycles unit, from the Boston Public Schools' Focus on Early Learning Curriculum, in which over the course of five (5) weeks, children will explore the theme of bicycles through rich texts, integrated hands-on activities, writing, vocabulary, and a culminating project. Programs will have the opportunity to modify the BPS unit to meet program needs and contexts and to ensure that the content is relevant to their children.
Eligibility:

Increased Access — All recipients of a fiscal year (FY) 2023 21st CCLC Fund Code (FC) 645 and/or FC 646 Grant are eligible to apply for this category. All ELT sites interested in developing or enhancing an existing summer program may choose to offer programming to a subset of students that attend or will be attending the school.

Play Pilot (Pre-K–3) — Districts/programs that attended the 21st CCLC Playful Learning Workshop Series held in February/March 2023 are eligible to apply for this category. See Addendum A for a list of eligible entities.

Federal grant funds must adhere to:

  • UGG (2 CFR 200)
  • EDGAR As Applicable
  • EDGAR General Fiscal Administration 34 CFR Part 76
Funding:

Approximately $500,000 is available. Grantees may apply for up to three schools/sites for each option.

  • Increased Access — $20,000/site
  • Play Pilot (Pre-K–3) — $10,000/site
  • Increased Access and Play Pilot for same school/site — $25,000/site

This RFP is the governing document for these grant funds.

Funding is contingent upon availability. All dollar amounts listed are estimated/approximate and are subject to change. If more funding becomes available it will be distributed under the same guidelines that appear in this RFP document.

Fund Use:

Funds must be used solely to support the priorities of the Summer Enhancement Grant.

For Increased Access: Programming materials and supplies should be limited to 20 percent of the total budget request for increased access.

For Play Pilot, a minimum of $5,000 should be budgeted for material and supplies. Funded Programs will be provided a materials list and will need to order the necessary curriculum materials. The remainder of funds may be used to support staff salaries and planning time.

All funds allocated under this federally-funded grant program may be used only to supplement, not supplant, funds that local educational agencies, schools, and community-based organizations would otherwise expend for summer programming.

Funding may not be used to support required summer school or summer school like models.

Students being served by these funds cannot be charged to participate.

Project Duration:

Upon Approval (No earlier than 7/1/2023)* – 8/31/2023

*Grant start date cannot be prior to the Department of Elementary and Secondary Education (Department) receiving a substantially approvable Application Submission as directed in this RFP's Submission Instructions. Goods and Services cannot be procured prior to Grants receiving and approving an application submission. Funds cannot exceed the project duration end date.

Questions and Answers - We will host a Q&A Session on Friday, March 17th from 10:00 AM – 11:00 AM to respond to any questions. After registering, you will receive a confirmation email containing information about joining the meeting.

All programs are expected to create an environment that is culturally responsive and inclusive of students of all ability levels.

Programs must commit to enrolling students to attend the full duration of the summer program. On average, students must attend a minimum of 80 percent of the total hours offered to them.

Programs must address the academic and social-emotional learning (SEL) needs of students through engaging, hands-on, interactive, and relevant programming.

The district/site(s) must commit to participating in an evaluation component to measure the impact of the program.

Play Pilot (Pre-K–3)

  • Participation of the educators(s) implementing the curriculum is required at two virtual 90-minute training sessions from 3:30–5:00 PM on:
    • Tuesday April 25, 2023
    • Tuesday May 2, 2023
  • Educators implementing the curriculum will need preparation time to:
    • Familiarize themselves with the curriculum (read the texts, read the guide, etc.)
    • Gather/prepare familiar photographs/resources from within their community
    • Set up their learning environment
  • Professional development sessions are provided by a DESE contractor
  • Optional individual virtual consultation/coaching time will be provided to discuss program needs
  • Networking sessions will be offered to discuss best practices and share strategies
Submission Instructions:

Email completed applications and all required documents in their original Word or Excel formats, with the exception of the Part I which should be with signature of an authorized signatory, to cclc@doe.mass.edu .

Awarded Recipients: Upon award, recipients will be required to enter the approved budget and Part I in EdGrants. Once selected, recipients will be contacted with further instructions on the process.
