Title I, Part D, also called The Prevention and Intervention Programs for Children and Youth Who Are Neglected, Delinquent or At Risk, provides Subpart 1 Title I funds to state educational agencies that operate educational programs for youth in adult correctional facilities and for children and youth in the Department of Youth Services.
Title I, Part D, Subpart 1 grants assist state educational agencies in preparing students in custody ages 12–21 (*22 if eligible and still under a valid IEP) for successful transition to education, training, or employment post-incarceration by achieving the program objectives and outcomes outlined in the Massachusetts ESSA State Plan.
A state agency providing corrections education to children and youth is eligible to receive funds based on criteria established by the United States Department of Education (USED). Eligible agencies in Massachusetts include County Jails and Houses of Correction, the Department of Youth Services, and the Department of Corrections. Agencies provide a count of eligible students to the Massachusetts Department of Elementary and Secondary Education on an annual basis that is then used to determine allocation amounts. Grants are then awarded to each agency after approval of the grant application.

GEPA Statement
State Agencies with ISAs: Waiver filed with ANF to reduce the amount of indirect charged to these grant funds in MMARS. It is the responsibility of the applying entity that is a state agency to file an indirect waiver request with ANF and send a copy of the approved request to CTR. DESE cannot request indirect waivers on behalf of state agencies. (See Fund Use section for more info; See Additional Information for Colleges/State Agencies section for the ANF Waiver Request Form)
