The purpose of these targeted funds is to provide support for participation in the Graduation and Outcomes for Success for Out-of-School Youth (GOSOSY) Migrant Education Program (MEP) Consortium Incentive Grant authorized by section 1308(d) of the Elementary and Secondary Education Act. Massachusetts Migrant Education Program (MMEP) will collaborate with the other consortium states in implementing the project activities as described in the application.
In general, the priority is to fund the EDCO Collaborative to work on behalf of the MMEP in collaboration with other State Title I Migrant Education Programs to meet the needs of a growing secondary-aged migrant out-of-school youth (OSY) population by:
EDCO Collaborative is eligible to apply for this targeted one-year grant for FY20.

Approximately $68,182 is available for this fifth and final continuation year. Funds for this grant were made available through an extension into FY20 of the authorizing language for the previous four-year grant (FY16-19).
Funding is contingent upon availability. All dollar amounts listed are estimated/approximate and are subject to change. If more funding becomes available it will be distributed under the same guidelines that appear in this RFP document.

Proposals must be received at the Department by 5:00 p.m. on the date due.
The sub-grantee must provide an annual evaluation and final performance report that assesses the effectiveness of the migrant education program and projects.
Submit all required grant materials through EdGrants no later than 5:00 pm on Friday, September 20, 2019.
In EdGrants, districts are required to create and name the project. Please use the following naming convention for your "Applicant Project Name" in EdGrants:
All required forms should be uploaded / attached in the Attachments List formlet of the Application Submission. This includes a signed / scanned PDFs of Part I / Signature Pages and signed Grant Assurances page. The budget request will be entered directly into EdGrants as part of the application submission process.
