FY2025: 21st CCLC Summer Enhancement Grant / Enhanced Summer Programming for Students on an IEP

Purpose:

The purpose of this federally funded targeted 21st Century Community Learning Centers (CCLC) Summer Enhancement Grant is to:

  1. Increase access to high quality academically enriching summer programming that contributes to deepening learning and supports students' physical and mental health and wellness in welcoming, affirming, and safe spaces.

  2. Increase access to high quality academically enriching summer programming that addresses the educational and social and emotional learning needs of newcomer students residing within local shelter(s).

  3. In collaboration with the Office of Special Education Policy and Planning (SEPP) enhance the capacity of programs to provide the supports needed to ensure students with Individualized Education Programs (IEPs) have meaningful access and are fully included in all aspects of summer programming.

Priorities:

The overall priority for this grant is to support comprehensive summer programming that:

  • Provides systems of support that are culturally relevant, and leverage the knowledge, strengths, and assets of students, families, educators, and the community.
  • Provides a blended approach to deepening learning during the summer that will engage and increase student motivation to learn.
  • Supports the implementation of Playful Learning into programs serving grades K–3. (Note: must have attended playful learning training.)
  • Supports the implementation/piloting of Cohort 4 HQPBL in summer programming.
  • Supports the successful transition of students to elementary (including kindergarten), middle school, high school, and/or post-secondary options.
  • Supports strong collaboration and partnerships for planning and implementation to align and leverage resources, improve program quality, and develop shared outcomes for success.
  • Supports the well-being of students, staff, and families.
  • Offers a minimum of 120 total hours of programming for at least 4 days/week during the summer.
  • Supports newcomer students and their families to engage in/have access to academically enriching summer programming.
  • Meaningfully engages students with IEPs into academically enriching programming that contributes to closing the opportunity and achievement gaps between students with disabilities and their age-appropriate non-disabled peers.

Priority will be given to districts and schools in chronically underperforming status.

Eligibility:

Eligible entities are 21CCLC programs that are able to demonstrate a need to increase access to additional students that are economically disadvantaged, new comer students residing in local shelters, and/or on an IEP. Refer to funding section below for additional information.

Federal grant funds must adhere to:

  • UGG (2 CFR 200)
  • EDGAR As Applicable
  • EDGAR General Fiscal Administration 34 CFR Part 76
Funding:

Approximately $400,000 is available through FC 0644 and approximately $121,600 is available through FC 0245.

Grantees may apply for up to $10,000/site for FC644 ( select option A or B) and up to $5,000/site for FC 245 for a max of 3 sites in total to address the areas noted below.

  1. Increase access to high quality academically enriching summer programming that contributes to deepening learning and supports students' physical and mental health and wellness in welcoming, affirming, and safe spaces. (FC 0644).

  2. Increase access to high quality academically enriching summer programming that addresses the educational and social and emotional learning needs of newcomer students residing within local shelter(s). (FC 0644)

  3. Increase access and provide the support needed to ensure students with Individualized Education Programs (IEPs) have meaningful access and are fully included in all aspects of summer programming. (FC 0245)

The Department reserves the right to adjust the total funding allocated based on application submissions.

This RFP is the governing document for these grant funds.

Funding is contingent upon availability. All dollar amounts listed are estimated/approximate and are subject to change. If more funding becomes available, it will be distributed under the same guidelines that appear in this RFP document.

Fund Use:

Funds must be used solely to support the priorities of the Summer Enhancement Grant.

Programming materials and supplies should be limited to 20 percent of the total budget request for increased access.

All funds allocated under this federally-funded grant program may be used only to supplement, not supplant, funds that local educational agencies, schools, and community-based organizations would otherwise expend for summer programming.

Funding may not be used to support required summer school or summer school like models.

Students being served by these funds cannot be charged to participate.

Project Duration:

Upon Approval (No earlier than 7/1/2024)* – 8/30/2024

*Grant start date cannot be prior to DESE receiving a substantially approvable Application Submission as directed in this RFP's Submission Instructions. Goods and Services cannot be procured prior to Grants receiving and approving an application submission. Funds cannot exceed the project duration end date.

Addendum A — List of eligible schools

All programs are expected to create an environment that is culturally responsive and inclusive of students of all ability levels.

Programs must commit to enrolling students to attend the full duration of the summer program. On average, students must attend a minimum of 80 percent of the total hours offered to them.

Programs must address the academic and social-emotional learning (SEL) needs of students through engaging, hands-on, interactive, and relevant programming.

The district/site(s) must commit to participating in an evaluation component to measure the impact of the program.

GEM$ Submission Instructions:

The FY25 FC 0644 / 0245 Massachusetts 21st Century Community Learning Centers (CCLC) – Summer Enhancement Grant will be submitted in our new GEM$ system. GEM$ is a cloud-based fiscal and program management grant system that will eventually phase out the use of EdGrants.
