FY2020: Massachusetts Migrant Education Program

Fund Code: 308

Purpose:

The purpose of these targeted grant funds is to provide funding to EDCO Collaborative to identify and address the unique educational needs of migratory children. Specifically, the Massachusetts Education Program (MMEP) will:

  1. Ensure that migratory children receive full and appropriate opportunities to meet the same challenging state academic standards that all children are expected to meet;
  2. Ensure that migratory children who move among the states are not penalized in any manner by disparities among the states in curriculum, graduation requirements, and challenging state academic standards;
  3. Support high-quality and comprehensive educational programs and services during the school year, and as applicable, during the summer or intersession periods, that address the unique educational needs of migratory children;
  4. Help migratory children overcome educational disruption, cultural and language barriers, social isolation, various health-related problems, and other factors that may inhibit their ability to succeed in school; and
  5. Help migratory children benefit from state and local systemic reforms.

Priorities:

In general, the priority of the Department of Elementary and Secondary Education (Department) is to fund an organizational environment that facilitates the operation of the MMEP in the most cost-effective manner designed to meet the needs of migrant children. More specifically, the sub-grantee must:

  1. Operate with an organizational mission compatible with the present goal of the MMEP:
    • To ensure that all migrant students reach challenging academic standards and graduate with a high school diploma (or complete a high school equivalency) that prepares them for responsible citizenship, further learning, and productive employment;
  2. Provide a management structure that facilitates the day-to-day operation of the MMEP including employment of a full-time MMEP director;
  3. Implement the programmatic elements of the MMEP:
    • Recruitment/Identification;
    • Parent/Family involvement;
    • Advocacy and outreach activities for children and families;
    • Professional development;
    • Programs to facilitate the transition of secondary school students to post-secondary education or employment;
    • Migrant Student Information Exchange (MSIX) Record Transfers; and
    • Evaluation protocols.

The grantee will be responsible for providing coverage of the full-time MMEP employees in the appropriate retirement system through the grantee's retirement system.
