FY2019: Title I, Part D, Subpart 1

Purpose:

Title I, Part D, also called The Prevention and Intervention Programs for Children and Youth Who Are Neglected, Delinquent or At Risk, provides Subpart 1 Title I funds to state educational agencies that operate educational programs for youth in adult correctional facilities and for children and youth in the Department of Youth Services.

Priorities:

The priorities of Title I Part D Subpart 1 are to assist state educational agencies in preparing children and youth for successful transition to education, training, or employment post-incarceration by achieving the program objectives and outcomes outlined on pages 110–111 of the ESSA State Plan.

Eligibility:

A state agency providing corrections education to children and youth is eligible to receive funds based on criteria established by the United States Department of Education (ED). Eligible agencies in Massachusetts include 11 County Houses of Correction, the Department of Youth Services, and the Department of Corrections. Agencies provide a count of eligible students to the Massachusetts Department of Elementary and Secondary Education on an annual basis that is then used to determine allocation amounts. Grants are then awarded to each agency after approval of the grant application.

Funding is contingent upon availability. All dollar amounts listed are estimated/approximate and are subject to change. If more funding is to become available it will be distributed under the same guideline as listed in the initial RFP document.

Fund Use:

To supplement, not supplant, state or locally funded educational programs by providing the following educational offerings:

  • supplemental instruction in core subject areas, such as reading and mathematics;
  • transition services;
  • vocational training that includes academic integration;
  • counseling, education and career advising;
  • HiSET or GED Test Prep;
  • English as a second language;
  • family engagement; and professional development.

Submission Instructions:

Submit all required grant materials through EdGrants

In EdGrants, districts are required to create and name the project. Please use the following naming convention for your "Applicant Project Name" in EdGrants:

FY19 306/307 Title I Part D Subpar 1 Applicant Name

All required forms should be uploaded / attached in the Attachments List formlet of the Application Submission. This includes a signed / scanned PDF of Part I / Coversheet with Superintendent's signature or other authorized signature as well as Required Program Information. The final budget the applicant is requesting will be entered directly into EdGrants as part of the application submission process.

Please note: It is up to the facility to determine whom they want to add as EdGrants Front Office users in order to submit grant application as well as payment request information.
