The Federal Grant Programs team in the Resource Allocation Strategy and Planning Office provides allocations, resources, technical assistance, and program monitoring (in collaboration with other DESE offices) for the major federal entitlement grants to ensure high-quality educational opportunities for all the Commonwealth's students. The Federal Grant Programs team has primary responsibility for entitlement grants authorized by the following federal laws:

  • Elementary and Secondary Education Act of 1965, as reauthorized by the Every Student Succeeds Act (ESSA) 2015
    • Title I Part A — Improving Basic Programs Operated by State and Local Educational Agencies
    • Title I Part D — Prevention and Intervention Programs for Children and Youth who are Neglected, Delinquent, or At-Risk
    • Title II Part A — Preparing, Training, and Recruiting High-Quality Teachers, Principals, or Other School Leaders
    • Title III Part A — Language Instruction for English Learners and Immigrant Students
    • Title IV Part A — Student Support and Academic Enrichment
    • Title V — Rural Education Initiative
  • Individuals with Disabilities Education Act (IDEA) 2004
  • Carl D. Perkins Vocational and Technical Education Act 2018
  • American Rescue Plan Act (ARP) 2021
    • ESSER III — Elementary and Secondary School Emergency Relief
    • EANS II — Emergency Assistance to Non-Public Schools
    • IVAQ — Improving Ventilation and Air Quality
