PARCC and MCAS Early Decision Update: July 2, 2014
As part of the two-year "test drive" of the Partnership for Assessment of Readiness for College and Careers (PARCC), the Department has asked districts (including charter schools and vocational-technical high schools) to choose whether to administer MCAS or PARCC to students in grades 3-8 next spring. A district's decision applies to each school across the district. The only exception is for the three largest districts in the state -Boston, Springfield, Worcester- which are making decisions on a school-by-school basis. Also, all school districts will continue to administer the grades 5, 8, and high school MCAS Science and Technology/Engineering tests to all students. The two-year transition approach will provide for a robust comparison of MCAS and PARCC, so that the Board can decide in the fall of 2015 whether to sunset the MCAS ELA and math assessments for grades 3-8 and employ PARCC as our state testing program for these subjects beginning in spring 2016. In addition, the two-year transition will provide sufficient opportunity to compare and contrast MCAS and PARCC, including the content, format, quality, and standards of performance for the two assessments. In high school, all districts will continue to administer the three MCAS tests (grade 10 English language arts, grade 10 Mathematics, high school Science and Technology/Engineering) that students through the class of 2019 must pass in order to meet the state's Competency Determination standard to receive a high school diploma. Additionally, all districts- regardless of their selection for grades 3-8-will have the option to choose to administer PARCC assessments to students in grades 9 and 11 in spring 2015, subject to appropriation. To facilitate the state's planning for the 2015 operational assessment, the Department provided districts with two decision deadlines -an early deadline of June 30, 2014, and a final deadline of October 1, 2014. Districts that communicated their binding decision to the Department by June 30, 2014, are guaranteed their choice of assessment (PARCC or MCAS) in grades 3-8 in spring 2015. Districts that are not ready to make a selection by June 30 are required to do so by October 1, and those selections are subject to funding. All districts choosing PARCC will have until October 1 to select the computer-based or paper-based mode of assessment on a school-by- school basis. As of the June 30, 2014, early deadline, a total of 297 districts have made a binding selection, with 176 districts (or 59%) choosing to administer PARCC in spring 2015, and 121 districts (or 41%) choosing to administer MCAS. In addition, 65 districts have chosen to administer the grades 9 and/or 11 PARCC tests, which are subject to appropriation.
